Judge Vickie Churchill has served with honor and distinction as Judge of Island County Superior Court since 1997.  She, along with Judge Hancock and the rest of the courthouse team (see "Accomplishments"), was instrumental in making significant improvements to Superior Court:
  • Juvenile Detention Center
  • 3 Drug Courts for Juveniles, Adults, and Families
  • Court Facilitator Program for indigent civil litigants
  • Community Accountability Board
  • Mandatory Parenting Classes
  • Mediation in Family Law Cases

    In the future, look for these changes that are part of the goals for Island County Superior Court.  
    •  Teen Courts: Training will begin in September 2008.
     Guardianship cases:  Along with the Clerk's office, the Superior Court is reviewing every guardianship file that has not had any action for at least 12 months.  Once that is accomplished, we will be instituting closer judicial scrutiny to make sure that the incapicated persons and their finances are being handled properly, in accordance with state law. 
    •  Courtroom Technology:  We are working on getting grant money to improve technology in the courtroom.  Specifically, we will shortly be installing state-of-the-art equipment to display exhibits to the parties, jurors, judge, and visitors.  In the future, we hope to have exhibit monitors at each jurors' chair so they can better view the information in the case in which they will make a decision.  
    •  Courthouse Planning for the Future:  We are looking forward to the day in the future when there will be a third judge and urging the county commissioners to start planning for courthouse expansion, at least within the next 5-10 years.  
    •  Drug Court Improvements:  We see a great need for alternative housing for some drug court participants who want to separate from their old friends who are still using drugs.  If we can identify community leaders to help with this need, this short-term housing would be available until the drug court participant can get back on his or her feet.  We want to return those persons with substance abuse problems back to being a law-abiding, productive, good citizen.  Our community deserves this.  
        
Because of her involvement in statewide organizations, she helped pass the Family & Juvenile Court Improvement law, effective in 2008, along with many of the judges listed in the endorsement page. She was successful in getting additional state funds for the Island County Court Appointed Special Advocates (CASA) program. Through her efforts with the state Justice in Jeopardy Initiative, the state began paying part of district court salaries, thus returning money to Island County.          Judge Vickie Churchill strives for excellence in her personal and professional life. She decides cases fairly, holds offenders accountable, and is highly respected as a judge. She has never wavered in her goals for Island County Superior Court:

  • Fair and effective administration of justice in all civil and criminal cases;
  • Respect for the dignity, equality and human rights of all persons;
  • Improvements to indigent civil litigants’ access to the courts;
  • Commitment to effective court management; and
  • Appropriate staffing and support.
       When you select your judge, be sure the judge has these qualities:  integrity, broad legal experience,  legal experience, knowledge of the law, intelligence, an analytic legal mind, life experiences, judicial temperament, and a commitment to Island County.  Judge Churchill has all these qualities.   Further, she has proven herself over the last 12 years as being fair and impartial.
